Event Information According to Microsoft :

Cause :

This event is logged when an error occurred while trying to initialize the Active Directory Connection Manager.

Resolution :

Find a solution for event 513 or register Wdsmgmt.dll

If this event occurs without BINLSVC event 513, you should register Wdsmgmt.dll.

To perform this procedure, you must either be a member of the local Administrators group or have been delegated the appropriate authority.

To register Wdsmgmt.dll:
  1. Open the Command Prompt window.
  2. Change directories to %windir%\system32\ .
  3. At the command prompt, run rgsvr32 wdsmgmt.dll .
If this event occurs with event 513, you first need to resolve event 513 so that you can resolve this error.

To find the resolution steps for BINLSVC event 513:
  1. Open Event Viewer. (Click Start , type Event Viewer in the Start Search box, and then press ENTER.)
  2. In the left pane, expand Custom Views , expand Server Roles , and then click Windows Deployment Services .
  3. Click the Date and Time column heading to sort the events based on date and time.
  4. Locate BINLSVC event 513.
  5. At the bottom of the General tab, click Event Log Online Help .
Verify :

To perform this procedure, you must either be a member of the local Domain Admins group or have been delegated the appropriate authority.

To ensure that there is a service control point (SCP) in Active Directory:
  1. Open Active Directory Users and Computers . (Click Start, click Administrative Tools, and click Active Directory Users and Computers)
  2. Browse to the computer account for the Windows Deployment Services server.
  3. Right-click the server, and then click Properties .
  4. Ensure that there is a Remote Install tab with the introductory sentence "You can manage this remote installation server." The presence of this tab indicates that there is an SCP for this object.
