DescriptionThe Internet Connection Sharing service could not start because another process has taken control of the kernel-mode translation module. This may occur when the Connection Sharing component has been installed in the Routing and Remote Access Manager. If this is the case, please remove the Connection Sharing component and restart the Internet Connection Sharing service.

This issue can occur if the NAT service logging level is set to log errors and warnings. The message in the above section is a warning that states that the Dynamic Host Configuration Protocol (DHCP) allocator service is not binding to the public interface. This behavior is by design. There is a host on the network which has a duplicate of an IP address in NATs DHCP pool of addresses. Before the DHCP allocator service in NAT gives a client a lease for a particular IP address, it sends an ARP request for the IP (a gratuitous ARP) to see if the address is already in use. If a computer (or network device) responds to this ARP request, the DHCP allocator service logs this warning, and tries to issue the next available IP address in the DHCP scope.
