User Action Verify if the source domain controller is accessible or network connectivity is available. Additional Data Error value: 8524 The DSA operation is unable to proceed because of a DNS lookup failure. The first step, verify name resolution is working properly by using the command "Nslookup". Try to resolve the name of servers within that domain.

If you are using multiple forest environment, first you have to create cross forest trust relationship and then create a secondary DNS  zone in of each of the forest with the same name of the master zone of the other domain. Then transfer the zone to each other.
Check the name resolution again with Nslookup. DNS will be take at least 15 minutes for taking effect all configuration changes you have made. So before using Nslookup, wait for 15-20minutes..

If you are facing some problem with replication, use Repmon utility in support tools. This will give you the exact status and errors.
