Cause :
This event is logged when the Active Directory Rights Management Services (AD RMS) provisioning process failed to delete the AD RMS virtual directory.
Resolution :
Delete AD RMS virtual root directories
AD RMS uses an Internet Information Services (IIS) virtual directory, named _wmcs, to host all AD RMS Web services. The AD RMS administrator account (the user account installing AD RMS) must have read, write, and delete access to this virtual directory, and the files in this virtual directory must not be in use. If the AD RMS administrator account does not have the appropriate access to the AD RMS virtual directory or the directory is in use, the installation will fail. You must delete the AD RMS virtual directory and install AD RMS again. Use the "Delete the AD RMS virtual root directories" procedure to delete the AD RMS virtual roots. Once this is done, use the "Install the AD RMS role by using Server Manager" procedure to install AD RMS again.

To perform these procedures, you must be a member of the localAdministrators group, or you must have been delegated the appropriate authority.
Delete the AD RMS virtual root directories
To delete the AD RMS virtual root directories:
1.At a command prompt on the AD RMS server, typeiisreset.
2.ClickStart, and then clickComputer.
3.Navigate to directory where the AD RMS virtual directory is located. By default, the path is %systemdrive%:\inetpub\wwwroot, where %systemdrive% is the partition on which Windows is installed.
4.Right-click _wmcs, and then clickDelete.
5.ClickYes to confirm the deletion.
Install the AD RMS role by using Server Manager
To install the AD RMS role by using Server Manager:
1.ClickStart, point to Administrative Tools, and then clickServer Manager.
2.In theRoles Summary section, clickAdd Roles, and then clickNext.
3.Select theActive Directory Rights Management Services check box, and then clickNext.
4.Complete the appropriate information in the AD RMS role wizard setup.
5.ClickInstall.
6.When the installation is complete, clickClose.
