Event InformationAccording to Microsoft:
Cause:

The Single Sign-On server could not retrieve the master secret (encryption key) from the master secret server. An SSO server must successfully contact the master secret server at least one time after it comes online, so that it can obtain the master secret (encryption key).
After the SSO server obtains the master secret, it contacts the master secret server periodically to determine whether that master secret has changed. If the SSO server cannot contact the master secret server, it will continue to decrypt credentials using the existing master secret, but it will not encrypt any new credentials using the existing master secret (with one exception: issuing new tickets). This means that credential lookups will continue to work, but setting credentials will not. Note that even the SSO service that is acting as the master secret server will poll itself for the master secret; it will not access it directly from the registry.
User Action :
Verify the master secret server is available, and that the Single Single Sign-On server can connect to it.
Verify that the service account running the SSO service is a member of the Single Sign-On administrators group.
