DescriptionThe BINL service has been notified by the DHCP service that it is not authorized to run on this server. BINL will not respond to client requests.
Event InformationAccording to Microsoft:
CAUSE:
This event occurs because the Boot Information Negotiation Layer (BINL) service must be authorized even though DHCP may not be running on the server and non-Windows 2000 DHCP servers are being used.
This behavior is by design to detect unauthorized Remote Install Servers (RISs) in the domain. When a RIS initializes, it contacts the DS to determine if it is authorized. If so, the service accepts requests based on the settings in the RIS Administration properties. If not, the service starts but does not answer clients.
RESOLUTION:
If your environment includes other non-Windows 2000 DHCP servers, they must be authorized. Authorizing a server sets an attribute in the Active Directory that allows it to function. Risetup.exe (the program that finishes the Remote Installation service installation) checks for the Active Directory before it is allowed to finish. If the server has been removed from the Active Directory domain, the service does not start.
