Event InformationAccording to Microsoft:
Cause:

A connection cannot be placed between the client and the remote server within the preset time allowed for a response. (The time-out period is dependent on the communication protocol.) No connection was opened.
Resolution:
Verify that the remote server and the client are present on the network and configured properly. If the current client or application supports adjusted time-out values, you can also adjust the connection time-out interval. Check that the destination address is a valid IP address. If you used a hostname, check that it resolved to the correct address. If the hostname resolution uses a local host table, it is possible you resolved to an obsolete address. Try to ping the hostname. If a router is configured, check that the router is up and running (check by pinging it, and then ping an address on the other side of it). Use the tracert command at the command prompt to determine the path to the destination address and to check that all the routers are functioning. Check your subnet mask. If you dont have the correct subnet mask, your network system might treat a local address as a remote address (so it forwards addresses on the local subnet to the router, rather than broadcasting an ARP request locally), or vice versa.
