first, all the ie problems ive seen recently were caused by spyware. are you certain this machine is clean of spyware? if not, run something like spybot search & destroy. it doesnt appear that is your problem, but you can never be too sure.
second, close everything running and open a run box and type regsvr32 shell32.dll and hit ok. if that doesnt do it continue to re-register the following: urlmon.dll, shdocvw.dll, msjava.dll, actxprxy.dll, oleaut32.dll, mshtml.dll and browseui.dll.
