Explanation:
Event ID 9098 indicates that the Microsoft Exchange System Attendant service (Mad.exe) could not find a domain controller, did not have the required permissions to connect to a domain controller, or could not find the monitoring information for this server. The Description section of the Event may have an error code (for example, 0x80041001) that may help explain the cause(s) of this event. You can use the ERROR.EXE utility on the Exchange CD or the ERR.EXE utility in the Resource Kit to determine the meaning of the error code.

User Action:
The following are the possible resolutions for this error:

1. Set a valid DNS server that has knowledge of the domain controller and the other Exchange server computers in the domain as the secondary DNS server. Basically, ensure that this Exchange server can resolve the names of, and connect to, the other Exchange servers.
2. Ensure that IIS 5.0 is installed, and that the SMTP sub-component has been installed. Also, ensure that the Exchange extensions to SMTP are applied. This can be done by running SETUP.EXE from the Exchange CD and choosing REINSTALL.
3. Use the ADSI Edit utility to make sure that the Exchange Domain Servers group has the required permissions in Active Directory. Make sure that the "Allow inheritable permissions from parent to propagate this object" check box is selected on the Security tab in the Administrators group, Exchange Domain Servers group, and any other groups that are relevant to your configuration.
4. Use the Policytest.exe utility to check the status of the SeSecurityPrivilege right on all of the domain controllers in a single domain. The Policytest.exe utility is included on the Exchange installation CD. If the SeSecurityPrivilege has been removed from the Exchange Enterprise Servers group, you can grant the right directly to the Exchange Enterprise servers group, or you can run Exchange Setup again with the /d
