EXPLANATION:
This is a self-explanatory event. An intra-organizational connection agreement can be marked as PRIMARY for a connected Exchange Organization or connected Windows Domain. The designation of a connection agreement as PRIMARY means it is allowed to CREATE new objects in the appropriate target directory, if a matching object cannot be found anywhere in that target directory. All that this event is saying is that the target object will not be CREATED because the connection agreement is NOT PRIMARY.
USER ACTION:
The simplest solution is to mark the named connection agreement as a PRIMARY connection agreement. However, be aware of the consequences and understand the implications of doing so. If you mark the connection agreement as PRIMARY, and if there are other connection agreements that are also PRIMARY for the connected target directory (either a Windows domain or an Exchange Organization), then there is a risk of having duplicate objects being created in the target directory and consequent problems.
