Event Information | According to Microsoft Cause: SQL Server is in the process of shutting down. During shutdown only members of the sysadmin fixed server role can make new connections. A shutdown may be initiated by a person or by a program such as cluster administrator, or the shutdown may be the result of problems such as an unhandled exception. Resolution: Wait for the SQL Server shutdown to complete, and then restart SQL Server. Once SQL Server is restarted, try your connection again. If you must connect to SQL Server before the shutdown is complete, you can try to connect with a member of the sysadmin role; this will only succeed until a certain point in the shutdown process is reached. If the shutdown was unexpected, review the SQL Server error logs and the event logs for related messages that can help to determine the cause of the shutdown.
