Explanation :

This is a generic adapter error message. The details provide more specific information on the error.For SOAP adapter errors, the details may include: "Exception has been thrown by the target of an invocation." or "There were not enough free threads in the ThreadPool object to complete the operation." These error messages may occur when you consuming Web services under high stress and the call to the Web service fails.
User Action:
To resolve this error, you can try one of the following:
i) .Dedicate an BizTalk NT service for SOAP transmitter.
ii) .You can increase the number of threads allocated for the .NET thread pool to 100 per CPU. By default, the number of allocated threads is 25 per CPU.
iii ). You can increase this number by editing the DWORD registry key "MaxWorkerThreadsPerProcessor" in Software\\Microsoft\\BizTalk Server\\3.0\\Administration. You must restart the NT service to complete the change.
iv).Load-balance the load between multiple hosts for the SOAP transmitter.
