You can either setup the SMTP Protocol Log on the IMS (Q257538) and see the actual communication process and see if the remote server is terminating the connection and why.
You can telnet directly to remote server on port 25 and try to send a message (Q153119). Then you can see first hand why you get the error
You can remove the IMS - the IMCData directory - REBOOT - reinstall the IMS - Reinstall SP4 - Test mail flow.
