Resolution:
The error is found to be a result of the Nsclient.dll not being overwritten with the older Crystal Reports 8.0 version of the same file.
To resolve this issue:
1. Copy the Nsclient.dll from the Crystal Reports 8.0 CD (found in the Windows\System32 folder) into the :\WinNT\System32 folder on the web server computer and overwrite the existing file.
2. Restart the web server computer.
Now, the Web Component Server and the Pageserver services should start as expected and reports can be previewed through a URL command from a web browser.
