Event Information"According to Microsoft:
CAUSE :

The problem typically occurs when the SMTP Protocol is corrupted or is missing.
RESOLUTION :
To resolve this problem, reinstall the SMTP Protocol on the computer that is running Exchange 2000.
To do so, follow these steps.
Remove the SMTP Protocol:
1. Click Start, point to Settings, and then click Control Panel.
2. In Control Panel, double-click Add/Remove Programs.
3. In the Add/Remove Programs dialog box, click Add/Remove Windows Components.
4. In the Add/Remove Windows Components dialog box, click Internet Information Services (IIS), and then click Details.
5. In the Internet Information Services (IIS) details box, click to clear the SMTP Service check box, and then click OK.
6. Click Next two times.
7. Click Finish.
8. Restart the computer that is running Exchange 2000.
Install the SMTP Protocol
Note Because there are several versions of Microsoft Windows, the following steps may be different on your computer. If they are, see your product documentation to complete these steps.
1. Click Start, point to Settings, and then click Control Panel.
2. In Control Panel, double-click Add/Remove Programs.
3. In the Add/Remove Programs dialog box, click Add/Remove Windows Components.
4. In the Add/Remove Windows Components dialog box, click Internet Information Services (IIS), and then click Details.
5. In the Internet Information Services (IIS) Details dialog box, click the Add the SMTP Service check box to select it, and then click OK.
6. Click Next two times.
7. Click Finish.
8. Restart the computer that is running Exchange 2000.
9. Copy Smtpreinstall.exe from the \support\utils\i386 folder on the Exchange 2000 Service Pack CD-ROM or the Exchange 2000 Service Pack share to the \Exchsrvr\Bin folder on the Exchange 2000-based computer.
