DescriptionThe list of Message Queuing capable domain controllers in the Windows registry is empty
Event InformationA problem may occur when you turn on error logging, and then you restart Microsoft Message Queuing Service 2.0. All the following conditions must be true for the problem to occur:
Message Queuing Service 2.0 is installed in Workgroup mode.
Message Queuing Service 2.0 is installed on a computer that is running Microsoft Windows 2000 Server.
Message Queuing is part of the domain.
You may receive the following error messages:

Error message 1

0xC00e0075: Message Queuing servers cannot be found on domain controllers.
and you will get following evet ids 2121, 2124 and 2068 in applicaton event viewer.
CAUSE:
When you install the Message Queuing Service in Workgroup mode, you can expect this problem to occur because the Message Queuing Service cannot connect to the Active Directory. 
RESOLUTION:
To resolve this problem, add a DWORD registry value that is named AlwaysWithoutDS in the HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MSMQ\Parameters\Setup registry key.

To add the registry value, follow these steps:
Click Start, and then click Run.

The Run dialog box appears.
In the Open box, type regedit.
Click OK.
In Registry Editor, locate the registry key that is named HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MSMQ\Parameters\Setup. 
In the left pane, right-click Setup, point to New, and then click DWORD Value.
Name the new DWORD value AlwaysWithoutDS.
Right-click AlwaysWithoutDS, and then click Modify.

The Edit DWORD Value dialog box appears.
In the Value data box, type 1.
Click OK.
Close Registry Editor.
To restart the Message Queuing Service, follow these steps:
Click Start, and then click Run. 

The Run dialog box appears.
Type cmd in the Open box, and then click OK. <
