Else, YOU HAV E TO DO IT. OAS4.0.x and most of oracle products was not compatible with that services pack before january 1999. If you have already apllied it : I meet a different problem but not so far as yours. However, it occurs on a Unix platform. This error was due to a lock of the communication port by a ghost process. To solve it, we had to stopped OAS server processes and kill all processes call "ORA*" without parent. Then we started the OAS server again and everything ran correctly.
