Explanation :
Possible reasons why Windows cannot copy this file include: a network connectivity problem, a file copy error, the failure of an application to release file handles on the roaming user profile files on the server, or incorrect permissions on the users profile folders. Typically, this error occurs on terminal servers when software such as Antivirus, Backup, or document management software does not release file handles on the profile when the system tries to upload a roaming profile.
User Action :
To troubleshoot this problem, try the following:
Review the Event Viewer logs and look for related profile (Userenv) events to obtain additional details about this error. The event details provide any file names that were not copied, and indicate the error that caused the copy failure, such as access denied or sharing violation. 
In Event Viewer, click System, and look for any networking-related messages, such as Netlogon messages, that indicate a network connectivity issue. 
Ensure that the correct permissions are set on the users roaming profile folders that are stored on the server.
