This issue can occur if another program is using the Transmission Control Protocol (TCP) port that the information store uses for the corresponding protocol. If a program is already using port 110, 119 or 143, the information store is unable to open these ports for the Post Office Protocol, version 3 (POP3), Network News Transport Protocol (NNTP) or Internet Message Access Protocol, version 4rev1 (IMAP4) protocols respectively.
SOLUTION:
To resolve this issue, quit the program or service that is using the ports that the information store uses, or configure the program to use different ports.
You can use the Netstat.exe utility to display the ports that are in use on the Exchange Server computer. To do so:
1. Open a command prompt, and then run the following command: netstat -an
2. In the Local Address column, look for an Internet protocol (IP) address and port combination that ends with the port in question.
Can you check the following:
1. The build number of the file winnt\system32\wininet.dll.
2. The build number of the file exchsrvr\bin\netif.dll.
3. Does the server have multiple NICs?
4. Do any of the NICs have multiple IP addresses? How many?
5. Is the NT Option Pack SMTP server installed on the Exchange server machine?
6. Is IIS4 installed on the Exchange server machine?
7. Is the Exchange server running on the same machine as MS Proxy server?
8. Is the Exchange machine using the MS Proxy WinSock?
9. Is the Outlook98 client installed on the Exchange server?
10. If you installed NT SP4, did you also install the Y2K corrections?
