| Description | The DHCP/BINL service on the local machine, belonging to the Windows Administrative domain %2, has determined that it is not authorized to start. It has stopped servicing clients. The following are some possible reasons for this: This machine is part of a directory service enterprise and is not authorized in the same domain. (See help on the DHCP Service Management Tool for additional information). This machine cannot reach its directory service enterprise and it has encountered an other DHCP service on the network belonging to a directory service enterprise on which the local machine is not authorized. Some undexpected network error occurred. The BINL service has been notified by the DHCP service that it is not authorized to run on this server. BINL will not respond to client requests. |
| Event Information | According to Microsoft: CAUSE : This event occurs because the Boot Information Negotiation Layer (BINL) service must be authorized even though DHCP may not be running on the server and non-Windows 2000 DHCP servers are being used. This behavior is by design to detect unauthorized Remote Install Servers (RISs) in the domain. When a RIS initializes, it contacts the DS to determine if it is authorized. If so, the service accepts requests based on the settings in the RIS Administration properties. If not, the service starts but does not answer clients. RESOLUTION : If your environment includes other non-Windows 2000 DHCP servers, they must be authorized. Authorizing a server sets an attribute in the Active Directory that allows it to function. Risetup.exe (the program that finishes the Remote Installation service installation) checks for the Active Directory before it is allowed to finish. If the server has been removed from the Active Directory domain, the service does not start. To authorize the client: NOTE: If your RIS server and DHCP server are on the same system, these steps can be skipped because the server has already been authorized. 1. Load the Administrative tools from the Windows 2000 CD-ROM. This is a file named Adminpak.msi. Initiate the installation by right-clicking the file and then clicking Install. 2. Once installed, load the DHCP snap-in by clicking Start, pointing to Programs, pointing to Administrative Tools, and then clicking DHCP. 3. On the Action menu, click Browse Authorized Servers. 4. Add your RIS by clicking Add. 5. When you are finished, close the DHCP snap-in. To verify that this process has taken place, view the application event log to check for event ID 1045 stating that the BINL service has been authorized by the DHCP service. |
