DescriptionQoS RSVP has failed to find any interfaces with traffic control enabled. Install QoS traffic control services via network and dial-up connections.
Event InformationAccording to Microsoft:
CAUSE 1:

This problem occurs because the Windows Management service starts the Rsvp.exe process and keeps the Rsvp.exe process running even if you are not using QoS. The Rsvp.exe process is the process that corresponds to the QoS RSVP service.
WORKAROUND :
To work around this problem, disable the QoS RSVP service. To do this, follow these steps:
1. Click Start, point to Programs, point to Administrative Tools, and then click Services.
2. In the right-pane of the Services window, right-click QoS RSVP, and then click Properties.
3. On the General tab, click Disabled in the Startup Type list, and then click OK.
4. Close Services.

CAUSE 2: QoS was installed but there is no hardware for it. Check if the Qos Admission Control Service is installed and remove it if you dont have the hardware for it. 
RESOLUTION: Here is some real world solution reported.
1. Remove ACS, or install Qos traffic controls services (via network and dial up connections).
2. Qos has to do with bandwidth allocation to users and computer accounts. These errors look like you dont have it enabled on an interface. Go to Add remove programs, Windows setup, and uninstall it. Its really only needed for large networks.
