Normally shouldnt be seeing this on an Exchange 2003 server, and if we do, it would only be successful against the Site Replication Service running on a 2003 server (which would be in a mixed-mode environment with 5.5).
KB lead me into the right track.The Catalog database had lots of errors in the the log and I found a KB that informed me of what to do. I ended up with renaming the C:\windows\system32\catroot2 folder. This fixed may this problem. Install Exchange service pack1 from Microsoft.
